Westminster Council must address market concerns over property board proposals

Westminster City Council must clarify how its proposed renewal and expansion of the existing Regulation 7 Direction will avoid negatively impacting the sales and lettings markets, according to Propertymark.

Currently, certain areas of Westminster require council approval to display estate agents’ boards under a Regulation 7 Direction.
As revealed by Property Soup earlier this month Westminster Council is considering extending this restriction borough-wide, arguing that it is essential for preserving the character of Westminster’s neighbourhoods and reducing unnecessary street clutter.

The current Regulation 7 Direction expires in May 2025, leaving large parts of the city open to unrestricted board installations without council oversight.

PROTECT MEMBERS

While Propertymark supports the broader initiative, the professional body has emphasised the need to protect its registered members, who already adhere to rigorous industry standards.

Propertymark argues that its members should be exempt from additional permissions since they operate under strict regulatory guidelines, professional accreditations and continuous training programs. The trade body also issues best practice guidance on the responsible use of property boards, ensuring compliance with existing regulations.

Propertymark sees this as an opportunity for collaboration rather than restriction. By working closely with Westminster City Council, Propertymark members could contribute valuable market insights, best practices and industry expertise to refine the council’s approach.

Tim Thomas, Policy and Campaigns Officer at Propertymark, acknowledges concerns about poor board maintenance and delayed removals, particularly in Westminster’s historic and conservation areas.

But he says that Propertymark members are well-equipped to manage signage responsibly through education and industry standards.

He adds: “Despite the growth of online sales and letting platforms, property boards remain an important marketing tool for agents.

“Crucially, Westminster Council must demonstrate how its proposals will not slow down sales and lettings activity or harm homebuyers and the local economy. We urge the council to work collaboratively with our members to enhance standards through education, communication, and engagement.”
