Fleet Mortgages launches Renters’ Rights Bill guide for landlords

Fleet Mortgages has published a new guide designed to help advisers support their landlord clients ahead of the most significant shake-up to the private rented sector (PRS) in decades.

The buy-to-let specialist’s “Getting Landlords Renters’ Rights Ready: A Guide for Advisers” sets out in detail the key provisions of the forthcoming Renters’ Rights Bill, which is expected to gain Royal Assent this autumn and come into force in early 2026.
Fleet’s guide provides practical checklists for each area of egagement and tenant relations under the new regime.

He adds: “From the end of fixed-term tenancies and Section 21 evictions, to stricter rent controls and mandatory registration, this legislation will fundamentally change how landlords manage their properties and interact with tenants.

“Advisers have a crucial role to play in helping their landlord clients understand not only what is changing, but what it means for their tenancies, their compliance obligations, and ultimately the performance of their portfolios.”

He warned that landlords who fail to prepare risk “longer voids, higher turnover, and even being unable to legally let their properties”.

The “Getting Landlords Renters’ Rights Ready” guide is available now via the Literature section of the Fleet Mortgages website.

Among the headline changes, the Bill Bill will:
  • Abolish Assured Shorthold Tenancies (ASTs) and Section 21 ‘no fault’ evictions, replacing fixed terms with rolling, month-to-month tenancies.
  • Cap rent increases at once per year, with challenges permitted via tribunal.
  • Prohibit discrimination against tenants on benefits or with children.
  • Extend the Decent Homes Standard to the PRS, with tougher requirements on safety, damp and mould.
  • Mandate landlord registration on a new PRS database, with compulsory participation in an Ombudsman scheme.
