Fine & Country has signed a master license agreement for Dubai in a move that takes it one step further forward in its global expansion.
With 10,000 Emirates IDs issued daily across the entire UAE market – half to new residents – the population is rapidly growing. Lower interest rates enhance the secondary market’s potential, while the off-plan market offers high returns and opportunities in emerging areas.
The master license has been acquired by husband-and-wife team Michael and Agnes Heming.
And hitting the ground running they have already signed two sub-licensees, Tillmann Kloss, who will be focusing on off-plan sales and Asem Bizrah, who will run Fine & Country Dubai Palm Jumeirah.
OBSERVATION AND ANALYSIS

The decision to enter the Dubai market is driven by extensive observation and analysis.
Michael Heming says: “We have been observing the property market in Dubai for 20 years – especially in the last five years, we have been impressed and convinced of the opportunities Dubai offers in terms of growth.
“We are seeing growing interest in the property market in Dubai in Europe and especially in Germany, both for private occupiers and investors.
“This motivates us to provide our clients from the Fine & Country network with access to Dubai and to offer them a reputable partner with market knowledge they can trust.”
SUB-LICENSEES
As sub-licensees, both Tillmann Kloss and Asem Bizrah will be focused on recruiting agents and growing the brand’s footprint in the region.
Heming adds: “Our business plan foresees a significant increase in sales agents over the next few years, with each of our sub-licensees driving expansion through recruitment.
“Our expansion plan will also include a further two sub-licensees in Dubai, and we are open to speaking to potential like-minded individuals who would like to partner with a premium brand.”

Agnes Heming believes that the Fine & Country brand will stand out in the competitive Dubai real estate market through its strategic concept and premium marketing.
She says: “The market is still young, and customers will benefit from an established, service-orientated brand.”
And Kloss highlights Dubai’s unique market, offering exceptional yields and returns.
He says: “The market recently surpassed its 2014 peak, now supported by a larger population, increased global presence, and new regulations to prevent past errors. Indicators suggest a promising future. Who wouldn’t want to invest early and benefit from the population growth over the next five years?”

Bizrah says: “The property market is growing rapidly. Our goal is to gain a significant share of the Dubai property market with Fine & Country.”
Heming explains: “The agency will offer bespoke services in a fast-moving market, focusing on precise needs analysis, advice, and support.
“In the second-hand sector, we want to maximise the success of sellers through exclusive mandates.”

And exploring how the introduction of the brand into the Dubai market will benefit clients, he adds: “We have seen how difficult it is for European customers to become operational in an unknown market.
“We support and provide clarification wherever necessary. We have a first-class network of contacts in Dubai through our work with FIABCI and as President for Europe.”
BROADER ARAB MARKET
Fine & Country Dubai also plans to develop the broader Arab market.
“We already presented our business plan for the entire UAE in London a year and a half ago,” says Heming, indicating a strategic roadmap for regional growth.
